Curt Brungardt

Curt Brungardt, Ph.D. – Board President

Curt Brungardt, Ph.D., is the Omer G. Voss Distinguished Professor of Leadership Studies and the Executive Director of the Center for Civic Leadership at Fort Hays State University in Hays, Kansas. He specializes in political leadership, community organizing, and social justice. Dr. Brungardt is also the President of the Board of Directors and the co-founder of Jana’s Campaign Inc., which was created in the honor of his step-daughter Jana Mackey who lost her life to dating violence. Jana’s Campaign is a national education and violence prevention organization.

Abigail Boyer

Abigail Boyer – Assistant Executive Director of Programs, Outreach, and Communications

Abigail Boyer is the Assistant Executive Director of Programs, Outreach, and Communications for the Clery Center for Security On Campus. Working in the non-profit field since 2007 as an educator, trainer, and speaker, Abigail presents nationally on topics related to the Clery Act, dynamics of sexual and domestic violence, victims’ services, and non-profit outreach. Prior to her work at the Clery Center, Ms. Boyer served as the Community Outreach Coordinator for The Crime Victims’ Center of Chester County, Inc. and was instrumental in the development and implementation of prevention education programs targeted towards students, parents, and other community members.

Claudia J. Bayliff

Claudia J. Bayliff, J.D. – Project Attorney for National Judicial Education Program

Claudia J. Bayliff is an attorney and educator with twenty-five years of experience working on issues related to sexual assault. She is currently serving as the National Judicial Education Program’s (NJEP) Project Attorney, developing judicial educational materials about sexual assault and helping to implement a nationwide, comprehensive plan for judicial education about sexual assault. She also consults with organizations, civilian and military, to help them improve their response to sexual violence.

Anne Munch

Anne Munch, J.D. – Prosecutor and Gender-Based Violence Subject Matter Expert

Anne Munch Consulting Inc., Denver, CO


Anne Munch is an attorney with twenty seven years of experience as a career prosecutor and advocate for victims of domestic violence, sexual assault and stalking. As a subject matter expert for the United States Air Force, the United States Army and the United States Navy, Anne has worked extensively on the development of the Sexual Assault Prevention and Response programs in the military. Ms. Munch has also worked on these important issues on college campuses across the U.S.
